Criminal Justice Associates, Inc. (CJA) is a consultancy specializing in law enforcement consulting and training. Based in Appleton, WI and Knoxville, TN, the company has provided consulting services and training to many law enforcement agencies and organizations since 1991.
 
Areas of expertise include strategic planning, executive recruitment and selection, management studies, organizational development, business process reengineering, bench marking studies, communications, information management, technology, computer/cyber crime, and the Internet.
 
In 1997 Criminal Justice Associates was awarded a contract by the Wisconsin Department of Justice to conduct a statewide strategic planning process to re-evaluate and recommend changes to the recruit training process.
 
 

 
Robert Kreisa is the President and founder of Criminal Justice Associates, Inc. Kreisa was the Chief of two Wisconsin police departments with a law enforcement career of over twenty-five years. He holds Bachelors and Masters degrees in Criminal Justice. Kreisa is the lead consultant and provides training and consulting services in all of CJA's areas of expertise. Kreisa is a member of Police Futurists International and served on the Legislative Committees of the IACP and the Police Executive Research Forum. He also served a term on the Executive Committee of the International Association of Chiefs of Police.
 
James Thome is a consultant with Criminal Justice Associates. He is the former Chief of Police in Oshkosh and Two Rivers, WI and has had a law enforcement career that has spanned over 35 years. Most recently Thome was a Training Coordinator for Fox Valley Technical College, specializing in executive development and supervisory training. Thome has a Bachelors degree from the University of Wisconsin - Oshkosh and is a graduate of the FBI National Academy.
